The concept is a development of NRA Rule #3.

NRA Rule #3. Always keep the gun unloaded until ready to use.

This means that...

  • You must be on a range to load or discharge a firearm.

  • You must be on a range to handle a firearm.

  • You may not walk about handling your firearm or showing it to a friend.

  • Firearms should be cased or holstered until you are on a range.  If you do not have a case or holster, point the firearm at the ground and carry it to a range.

  • Do not clean your firearm, perform maintenance or demonstrate it at your vehicle.  Take it to a range.

  • In general, when moving a firearm from a vehicle to a range it should be unloaded.

  • In general, when moving a firearm from a range to a vehicle it should be unloaded.

  • If you are moving your loaded carry or ready firearm to and from a vehicle or range, keep it holstered or pointed straight up.  For a rifle or shotgun, have the action open.  DO NOT walk around with it other than taking it directly to the range or your vehicle.

  • No firearms handing of any kind is permitted during a cease fire.  This includes firearms disassembled for cleaning or maintenance.
